Aims
The purpose of Cub Scout Pack 667 is consistent with the principles Boy Scouts of America.
Mainly:
· Influencing the development of character and encouraging spiritual growth.
· Developing habits and attitudes of good citizenship.
· Encouraging good sportsmanship and pride in growing strong in mind and body.
· Improving understanding within the family.
· Strengthening the ability to get along with other boys and respect other people.
· Fostering a sense of other personal achievement by developing new interests and skills.
· Showing how to be helpful and doing one's best.
· Providing fun and exciting new things to do.
· Preparing them to become Boy Scouts
They are important because the activities planned by leaders and enjoyed by boys relate to one or more of these purposes. This is how we achieve the overall aim of the Boy Scouts of America.
· Adults must be good sports. We must not model that winning is the ultimate goal in all things. Playing fairly and having fun is more important.
· Adults must model good communication skills. We must talk about it and listen to the other person without angry outbursts.
· Adults need to keep our interest in new things vibrant so that the boys will be interested in new things. Approach every activity with enthusiasm.
· Adults must allow the boys to be responsible for their actions. The boys must clean-up after themselves and be involved in the activity planning when they are able.
The following bylaws will govern the pack and provide guidance to the pack leadership.
A. Membership in Pack 667 will conform to the joining requirements of The Boy Scouts of America found on the Cub Scout Application. Our membership is typically, though not exclusively, comprised of boys attending Weaver Elementary School and their families.
B. Membership can be revoked at any time by a quorum majority vote by the Pack Committee.
A. Leadership is accomplished through the pack committee, which is comprised of the following minimum positions:
1. Charter Organization Representative
2. Committee Chairperson
3. Cubmaster
4. Den Leaders
5. Webelos Leaders
6. Secretary
7. Treasurer
8. Membership Chair
9. Committee Members
10. Advancement Chair
11. Pack Trainer
B. Pack Committee may also include the following registered positions: Assistant Cubmaster, Assistant Den Leaders, Assistant Webelos Leaders, and Pack Trainer.
C. The responsibilities of each leadership position in Pack 667 are described in the accompanying bylaws. Where the job descriptions differ from the Cub Scout Leader Book, the Bylaws will take precedence.
D. Pack leadership will come from volunteers. The leadership requirements are found on the Boy Scout of America Leader Application form.
E. Pack leadership will meet the following requirements:
i. Key leadership positions require Leadership Training as explained in section V. Training
ii. Leadership must pass the council background check.
iii. Leadership must be willing and able to act as positive role models for the boys.
A. To vote on Committee one must be a registered adult member of the pack.
A. Every boy, one of his parents/guardians, and adult leader or committee person must be rechartered annually with Boy Scouts of America through the Orange County Council.
A. This organization will have approximately one pack meeting or event per month during the calendar year.
B. This organization will have at least one committee meeting per quarter during the school calendar year.
C. This organization will have den meetings regularly during the school calendar year.
D. A quorum will be considered 50% plus one of standing committee members at a meeting.
A. All Pack 667 related activities shall be held in an alcohol-free and drug-free environment. This includes the use of tobacco and tobacco-related products.
A. Amendments to these bylaws must be submitted in writing at the committee meeting one month prior to being voted on.
B. Voting will take place at the following quarter’s committee meeting.
C. To become effective, any proposed amendments to these bylaws shall require an affirmative vote of 2/3 of registered committee members. Voting must be done in person, not in absentia..

· Each adult leader (den leaders, Cubmaster, etc.) need to register with the council so that background checks can be performed.
· For Tiger Cubs and other scouts, one parent per family needs to register.
A. Pack 667’s income portion of the budget will be dependent on annual pack dues and pack fundraising events. The pack committee shall determine the amount of pack dues when the annual budget is formed. Pack fundraising events are to be chosen by the pack committee and must line up with BSA money-earning requirements. Fundraising events will be managed by a chair to be chosen by the pack committee. In the event that the person designated to manage a particular fundraising event is unable to fulfill their obligation, the cubmaster or designate will assume responsibility until a replacement can be found.
A. Dens may participate in fundraising for a den activity only if approved by the pack committee.
A. Pack 667 will normally hold the following pack events annually:
(a) Blue and Gold Banquet (the major celebration of scout achievements for the year)
(b) Pinewood Derby
(c) Family camping event
(d) No less than 5 additional pack meetings.
The Committee can vote to change this list as desired, but Blue and Gold will always take place.
B. Pack events, including Den events, require 2 deep leadership in attendance – at least 1 adult has current Youth Protection Trained Certification. No one adult – to – one child situations, unless it’s your own child.
A. Scholarships are for payment of scouting expenses on an "as-needed basis" and as resources allow. Scholarship requests from leaders are to be submitted to the Pack Committee Chair. A decision will be voted on by the Committee Chair, the Cubmaster, and the Pack Treasurer. Please maintain the highest level of confidentiality when making requests. Renewal of scholarships will be reviewed on an annual basis.
B. Gifting, when deemed appropriate by the Pack Committee, will be determined on an "as-needed basis" and based on the ability of the Pack to meet the need. The gift will be voted on by committee members who meet the Committee Voting Eligibility Requirements and will be determined by a simple majority. In case of a tie, the vote will be in the affirmative.
A. Pack 667 will participate in the following Orange County Council or Orange Frontier Events and programs each year:
a. Camporee Webelos Transition Camp
b. Scout-O-Rama
c. Cub Scout Day Camp
e. Scouting for Food
f. Webelos Summer Camp
g. National Summertime Award
h. Quality Unit Award
i. Friends of Scouting
A. Youth Protection Training and New Leader Essentials are required of all registered adults. The youth protection can be taken in person or online at www.ocbsa.org/training/youthprotection/youthprotectiononline.htm and the fast-start training can be taken at http://www.scouting.org/cubscouts/faststart/. New leader essentials is currently a classroom session registration and locations can be found at www.ocbsa.org/training/newleaderessentials.htm. If taken online, completion materials must be submitted to the pack Membership Chair and to the Orange County Council.
B. The following unit positions require Leader Specific training on top of Youth Protection and New Leader Essentials: Committee Chair, Cubmaster, Asst. Cubmaster, Tiger Den Leader, Den Leaders, Asst. Den Leaders, Webelos Den Leaders, and Asst. Den Leaders. All other Committee members are required to attend Youth Protection, New Leader Essentials, and Pack Committee Training.
C. All Pack Leaders and Committee members are encouraged to obtain additional help and guidance through attendance at monthly Roundtable (council leader sharing meetings), annual Pow Wow, and other council activities offered for adults.
Pack Finance Subcommittee: 3-5 people.
The members of this committee will include the Treasurer, Cubmaster and Committee Chair, who will select the remaining members. The Pack Treasurer will serve as Chair of the Finance Subcommittee. The Finance Subcommittee will be responsible for the establishing and managing the balanced budget for the pack. The Finance Subcommittee will submit the budget for approval by the Pack Committee at the first committee meeting of the school year. The Finance Subcommittee will choose the fundraising event(s) for the Scout year.
A. The pack Treasurer will have primary signature authority on the pack checkbook.
B. Two other members of the finance committee will have secondary signature authority on the pack checkbook.
C. All pack checks will require both the primary and a secondary signature authorization to be valid.
D. Quarterly financial statements will be presented to the pack committee by the pack Treasurer.
E. All reimbursements for approved pack expenses will require a dated receipt with a description of the expenditure be submitted to the Treasurer.
F. The Treasurer will plan and schedule all Pack Finance Subcommittee meetings. This group will meet prior to the quarterly Pack Committee meetings.
G. Any member of the Pack Committee can request in writing a special Finance Subcommittee Meeting to review of discuss the budget between scheduled quarterly meetings.
The following committees shall function in the described manner for the efficient running of Pack 667. In the event that a committee is not formed to fulfill the committee's obligation, the Pack Committee Chair may delegate the responsibilities to an individual. All Event Committees are encouraged to examine the Pack's history to determine how to plan their event or carry out their responsibility.
A. Blue & Gold Committee: 1 coordinator plus 1 representative per Den
Responsible for coordination of food, facility, and decorations. This committee is responsible for all communication to Den leaders as to their responsibilities for the Banquet (i.e., numbers of guests attending, decorations and table ware needed). This committee is also in charge of inviting appropriate Boy Scout Troop, District, and Council leaders.
B. Pinewood Derby Committee: 1 coordinator plus 1 representative per Den
Responsible for setting up the track, making sure that it is in proper working order, securing a scale to weigh cars, checking in cars, and other actions needed to effectively manage the race. This committee is also responsible for making boys and parents aware of all rules and procedures for the race. The committee may designate an externally run derby as the pack derby (e.g., a derby organized by council).
C. Family Camping Committee: 1 coordinator plus 1 representative per Den
Plan outdoor camping and hiking event(s), reserve outdoor area, coordinate food and games, and inform parents and Den Leaders of their responsibilities.
D. Popcorn Sales Committee: 1 coordinator plus 1 representative per Den
Plan and coordinate with Council popcorn sales representatives, dens and the pack treasurer for all sale activities. Be responsible for submittal of popcorn sales funds to council, picking up and distribution of the popcorn to the appropriate dens.
E. Camporee Webelos Transition Camp Committee: 1 coordinator plus 1 representative per Webelos Den
Coordinate with Webelos Leaders and parents to have each Webelos Den or Scout attend Webelos Transition Camp or Camporee as a guest of a hosting Boy Scout Troop. The committee will confirm that hosting Troops provide needed shelter and food. Participation fees and expenses will be the responsibility of those attending.
F. Scout-O-Rama Committee: 1 coordinator plus 1 representative per Den
Coordinate with leaders and parents to have each Scout attend District Scout-O-Rama, the annual scout carnival organized by Council. The committee shall coordinate with Pack members and outside resources to provide shelter and food and ticket-book sales. Participation fees will be collected from anyone attending and will be collected by the committee prior to the event. Unit proceeds from ticket sales go to the pack.
A. Display of uniform for boy and leaders, and awards will be as follows:
1. Field Uniform (Old Class “A”) is required at all Pack meetings and official Scout functions. Clarification: “Official Scouting” function means any sanctioned group event such as den meetings, pack meetings, den/pack field trips. Allowances can be made due to circumstances (e.g., weather, physical activity).
2. Activity Uniform (Old Class “B”) is not required but is encouraged at all scouting activities where a Field uniform (Old Class “A”) is not required, such as camping and sports activities.
3. Placement of awards on the uniform is to be done in compliance with BSA policy (see the Cub Scout Handbook).
B. Field uniform (Old Class “A”) is required to be worn by both the Scout and Key Leaders. All required patches are to be appropriately displayed on the Field uniform.
1. Field uniform (Old Class “A”):
a. Boys: “Waist-up uniform”: consists of Cub Scout Shirt (blue until Webelos; either blue or tan Boy Scout shirt as a Webelo), Cub Scout belt and buckle, Cub Scout neckerchief appropriate to rank, tie slide, and Cub Scout or Webelos hat. Any pants in good condition may be worn, and shorts are acceptable in summer or on hot days.
b. Leaders: Tan Boy Scout shirt (women have the option of a yellow Den Leader shirt) with position-appropriate insignia
2. Activity uniform (Old Class “B”):
a. Boys: any Scouting T-shirt available through BSA store or online catalog or designed by den or pack
b. Leaders: same T-shirt design as scouts in their den or pack
A. All advancement awards will be paid for by the Pack (covered by pack dues).
B. All advancement awards will be presented at Pack meetings to Scouts in Field Uniform. This includes adult leadership awards and recognition.
C. Any award that cannot be awarded because a Cub is absent will be given to the Den leader for presentation in a Den meeting. An exception to this will be made for the rank or Religious Emblem and Knot if the Cubmaster is notified in advance. The presentation of will be rescheduled for another pack meeting.
D. Progress awards (beads and special den awards) will be presented in individual den meetings or pack meetings.
F. Any award to be presented at a Pack meeting must be submitted to the Advancement Chair no later than one week prior to the Pack meeting. The Advancement Chair will follow established BSA policy and guidelines. Any payment required by the Scout will be made with the submission for approval. Individual dens may elect to pay for optional awards via den dues.
G. Any clarifications to established BSA policy or procedure will be handled by the Advancement Chair as assisted by the Cubmaster and Pack Committee Chair.
A. The following guidelines shall be used with concern to the positions of Pack Leadership (Committee Chair, Cubmaster, Den Leaders, Webelos Leaders, Treasurer, Secretary, Membership Chair, and Advancement Chair).
1. When vacancies in Pack Leadership arise, persons with talents and desire to fulfill such duties are encouraged to contact the Charter Organization Representative (COR).
2. Persons are asked to commit to performing the duties of their position until the end of May for that calendar year or until after a replacement has been appointed.
3. Persons are asked to attend all monthly Pack and quarterly Pack Committee meetings.
4. Persons should be willing to work with other members and leaders when necessary outside of monthly scheduled meetings.
5. Persons shall work to maintain the cooperative effort of all members of the Pack
B. In order to maintain a quality program and allow transition of responsibly between members, the following guidelines shall be used when enlisting Pack Leadership.
1. When possible, persons needing to relinquish their position are asked to give notification by the March committee meeting of that calendar year to the COR.
2. Each March, the COR shall present to the voting members of the Pack Committee a ballot for the endorsement of the current Pack Leadership positions. The results of this vote will be tallied by and kept in the confidence of the COR.
3. If necessary, the COR shall solicit prospective candidates for Pack Leadership positions and present a ballot to the voting members of the Pack Committee at the May Committee meeting.
4. The results of ballots shall be tallied by and kept in the confidence of the COR. Tie breakers shall be determined by the vote of the COR.
5. Should a Pack Leadership position become vacant prior to March the COR shall conduct a ballot for that position in a timely manner.
1. Each scout must be sponsored by an adult who is registered with BSA. This “Adult Scouter” is expected to actively participate in Pack 667 activities.
2. Attend Den and Pack meetings (no “drop-offs” are permitted).
3. Ensure that your scout attends and participates in Den and Pack meetings.
4. Be actively involved in the advancement of your scout.
5. Participate in planned outings and activities.
6. Provide necessary uniforms and equipment so your scout can participate in planned outings and activities.
7. Inform the Committee Chairperson, Cubmaster, or Den Leader of any pre-existing conditions, problems or adverse situations observed or experienced.
8. Volunteer for at least one position within the pack.
9. Take Youth Protection Training and New Leaders Essential Training (available online).
